Youth Empowerment Services is a San Antonio-based non-profit who is leading a bold, multi-year initiative entitled the Educator Effectiveness Process (EEP)—thanks to funding support from two US Department of Education grants entitled Teacher Incentive Fund (TIF5) and Teacher and School Leader Incentive Program (TSL).
EEP's goal is to ensure that every child has an effective teacher starting Day 1 in four participating charter school districts.
Open Position: Human Capital Management Specialist
The External Human Capital Management System/ Human Resource Specialist serves the Educator Effectiveness Process (EEP).
This role is responsible for supporting the Human Capital Management System on at all each of the EEP Charter School districts.
Responsibilities include aligning fidelity of the Human Capital Management System (preparation, recruitment, hiring, placement, retention, dismissal, compensation, professional development, tenure and promotion) in all of our schools and, districts.
He/She is responsible for supporting the overall management and administration of the Charter Equity Model, our Human Capital Management System, and leverages the HCMS to enhance organizational performance and retention among all school districts.
The Human Capital Management System Director will ensure that each HCMS Specialist is trained and ready to support and facilitate the HCMS process. The Executive Project Director will communicate expectations of this position.
This position reports to the Human Capital Management System Specialist Director and the Executive Project Director.
a) Assures the filing of all HCMS and Human Resource Documentation.
b) Meets all required deadlines related to communicating with HR directors
2. Major Tasks
a) Actively participates in training such that he/she can conduct the training
b) Provides organizational development
c) Develops, documents, and trains on key policies
d) Facilitates and monitors HCMS documentation
e) Facilitates grant-wide HCMS
f) Communicates with HR directors at all EEP-participating schools
g) Conducts walk-throughs based upon training provided
h) Stays informed of developments in the area of HCMS on all campuses
3. Professional Development
a) Attends required staffing sessions and professional development academies as scheduled and coordinated
b) Develops professional development sessions based upon professional development needs identified from facilitation
4. Community Relations
a) Facilitates the integration of the HCMS/HR Director position in schools utilizing effective interpersonal communication skills
b) Listens to human resource directors from all districts to assist with HCMS needs
c) Maintains cooperative relationships with schools
- Required: Bachelor's Degree
- Required: Minimum of 3 years in human capital management or human resources
